OPM now caps the top two performance ratings (Levels 4 and 5) at 40% of employees per agency. Here's what that means for your rating, your award, and your RIF standing.
Correction: around 1:29 I say a Level 3 rating gets at least about 3%. Under OPM's memo, 3% is the MAXIMUM award for Level 3, and it can be $0. Level 4 awards start at 4% and Level 5 at 7%.
