Postal employee or retiree? PSHB replaced FEHB for you in January 2025, and it comes with a Medicare Part B rule other feds don't have. Here's what to know about 2027 premiums, Part B and your plan before Open Season.
Quick facts: PSHB is for postal employees, annuitants and their families only. OPM still runs it, with the same funding formula as FEHB. For 2027, the average PSHB enrollee premium is up 8.2% (FEHB: 10.9%), with 17 carriers and 65 plan options. Most postal annuitants entitled to premium-free Part A must enroll in Part B to keep PSHB. The five exceptions are: annuitants by Jan 1, 2025 (only if not already in both Part A and Part B that day), employees age 64+ on Jan 1, 2025, people living outside the U.S., people enrolled in VA health care, and people eligible for Indian Health Service. If you were required to enroll and skipped Part B, OPM says you lose PSHB in retirement, and enrolling later doesn't restore it. Medicare's late penalty is 10% per year, for life. For the 5-year rule, FEHB years before 2025 and PSHB years since both count, and you must be enrolled in PSHB right before you retire. PSHB itself pays none of the Part B premium, but some plans offer credits or HRA dollars, so compare plan by plan every year. One plan is leaving PSHB in 2027, and if you're in it and do nothing, you're defaulted to Blue Focus. You now need documents to add a family member. Open Season runs Nov 9 – Dec 14, 2026.
